Can I Play Watch dogs on high settings ?

CPU ---- AMD FX 8350
GPU ---- ATI Radeon HD 5970
RAM ---- 8GB ddr3

I think this game is not well suited for AMDs, on higher setting it will lags on action area. Nvidia runs this game at a higher FPS and you will get 70-80 FPS but it will still drop below 60 FPS when driving!

Well they still haven't made it run smoothly and non-buggily for AMD cards, but yes you can run it on ultra to at lower res or frame rate.
High settings definitley, ultra yes but less smoothly. You will be even able to run it on ultra or high with E3 graphics mod. (google it)

If I have AMD R9 270 GPU,then Will it run smooth on ultra or high settings ?

it will run well not prefect smooth on high settings but when action part of game loads it will lags for some frames .
