2 Noobie Questions

First of all, I apologize if this is in the wrong place, this is my first post here. I have two questions that if anyone could answer, I'd be grateful.

1) TL; DR: GPU monitor shows usage spikes up to 99% for about 1/10 second. Is it software glitch?

I recently installed a ASUS R9 280x in my Compaq, and I am truly in love with it. It's the first real dedicated graphics card I've ever used, and it's running anything I throw at it maxed out, without exceeding 65% usage.

However, in the ASUS GPUTweak Monitor, it occasionally has a spike from like 30% usage, to about 99% usage. This spike, from beginning to end, last around a tenth of a second.

Question: Is this just a glitch in the GPUTweak Software?

2). Tl;Dr: Crappy PSU went pop, what happened?

Also, along with the GPU, I installed a Sentey 725w power supply. Like a moron, I was trying to save money. Last night, a day after installation, I turned my computer off for the night, and a few minutes later heard a loud pop from my computer. I jumped over and removed the power cord, and the PSU smelled like it was burning. Now, my computer will not power on. The power supply advertised to have multiple safeties integrated to prevent hardware damage.As a replacement, I am likely going to purchase a Thermaltake Bronze 650w power supply to replace it.

Question: What happened to the PSU, and could it have destroyed my hardware?

Any information would be greatly appreciated. I'm fairly new to computer hardware, so I'd like to learn anything I can!
