Fresh build - Computer will not stay on

I just helped my roommate build his first rig and when we went to turn the thing on it only stayed on for a half second then it would turn itself off. Here is a list of the things we have tried and the specs.

-disconnecting everything (sata cables, usb cables,GPU, trying to only run what was necessary)
-taken the mother board out of the case and trying to run it just sitting on the anti static wrap
-moved the ram around
-removing the cpu and heatsink and then putting them back on

-msi z97 gaming 5 motherboard
-Geforce GTX 760
-8gb of ram
-750w rosewill PSU
-I5 4430

I dont have a spare PSU or motherboard to try and see if either one of these is bad. I was hoping maybe someone else had an idea on what to do (besides getting newegg to send replacements.) Thanks for reading and any help would be greatly appreciated.

Place the Mobo on top of its box

Connect 1 stick of ram

Use the onboard video output

Dont plug any hard drive or SSD

Turn on the system then check if it will post the bios.

No problems. It's an easy cable to miss, a lot of new builders miss it. I think because the 20+4 cable is so big you wouldn't think that the motherboard needs another power cable. Fortunately it's easy to diagnose.
