My desired qualities are:

• 
  ■ A lot of juice for programming (e.g. android emulation, running VMs etc.)
  ■ Quiet operation
  ■ Support for dual-monitors

If you want to be running two displays with silent operation, I would advise choosing the r7 240 0db cooler from XFX, because the GT 610 is a very weak card (64 bit bus whereas the r7 240 has a 128 bit bus for higher resolutions).

I would sugest a better card or the IGP if you have absolutly no gaming plans.

You're good to go! When you want to power a dual monitor setup, an IGP doesn't cut it! So for 44 quid the R7 240 is quite good.

If the dual monitor is for later and if you currently only use a single monitor, you can better spend the 44 on an i7 4790'k', for OC'ing on your Z97 board.
