The Hyper 212 Evo is better, but you have to take in count. Is this for a build you are working on or for a current system? If it's for a current System, then make sure your system has a backplate to install it in.
The TX3 EVO has mounting system that is just a inside case install so you do not need to install a backplate. I think the TX3 EVO is easier to install and would be easier. They are both made for overclocking and if you don't want to waste alot of time just get the TX3 since it's easier to install and better than stock cooling.

Yes it will keep your CPU cooler and under control. I game with my stock cooler on my rig and I hardly exceed 60 C on load.
Since you are going to use a aftermarket cooler you should see cooler temps than stock
https://www.youtube.com/watch?v=nhbUKSJN7vg Here is a video showing the difference, While it might not be that much better its more silent and uses less RPMS to cool. Notice the Difference in RPMS by atleast 3k! So if you were to speed up the fan a little bit more, you will cool a bit better.

That temperature is not normal, even for a stock cooler. There must be an issue with it. Could be;
- Too much thermal paste
- Too little thermal paste
- Wrongly spread thermal paste
- Fan not spinning fast enough
- Heat sink is full of dust
- Hot air pocket around the CPU/heat sink

the cpu is new have about two weeks , it´s a8 6600k , btw i don´t use the intergrate gpu to play , i play with radeon r7 250x ( it´s new to and as a normal temps like the rest of the pc )

Wrong temperature readings is a familiar problem with that CPU. That was one of the possibilities I forgot to mention lol xD Generally, your system will auto shutdown if your CPU reaches 80 degrees.. But here's someone else with weird temperature readings on that CPU:

Buying one of those coolers will definitely keep your CPU cool enough though.

Yes it will keep your CPU cooler and under control. I game with my stock cooler on my rig and I hardly exceed 60 C on load.

ok or hw monitor is very wrong or it´s something very very wrong with my cpu , my cpu reaches easy to 60º+ only on the internet

What's the idle temperature in BIOS? If you look at that, and compare it to your idle temperature in the software you're using, you'll know approximately what the difference is. So maybe it's 40 in bios and 60 in HW monitor (just random numbers), so when it shows 90, you're actually closer to 70.
Other than that, try using SpeedFan.

my bios says 44º ( i restart my pc and see ) , speed fans says (http://postimg.org/image/ojm9cgitr/f319cbbb/ ) i think the cpu is not there

now i download a software by msi wich is the brand of my motherboard and after a stress test my cpu reaches to 63º at maximum stress (5 x) with intel burn test. so i think it´s good temps . thanks for all awsers and patient
