I'm curious why so many of these contests seem to exclude Rhode Island. I don't live there so its no issue to me, but I can't help be wonder why.

Rhode Island has specific law on the books requiring any sweepstakes with a prize worth more than $500 to file with their government, and also pay $150 in filing fees. Basically, people exclude Rhode Island because that law makes it a pain in the ass to run the contest, and it's easier to just exclude them then file there.

Ahh well sucks to be them. Their state government shouldn't of tried to be so greedy since everyone is just going to exclude them since they make it difficult.

Well the exclusion of the Million people living in Rhode island is just a drip compared to all the people in the rest of the world who cannot enter. for example there are 500M people living in the european union alone who cannot enter.

Given they have to ship it to whoever wins, it makes since to me to limit it to a single country so as not to have to mess with customs forms and international shipping. I wouldn't expect to be allowed to enter contests in Europe for PC parts either.

Honestly it seems more likely they just want to be able to use your name etc. if you win to say "Congrats to John Doe for winning.". Then maybe add a response from the winner maybe. I doubt its anything malicious.

Not to mention pretty much all that information is out already anyways.

As for the people commenting calling the contest "Racist" and crap, you need to stop acting so childish. A company is giving a way something that will cost them $630, this is a kind thing for them to do. They aren't willing to pay for the fee to run the contest in Rhode Island and do the paper work for that, what makes you think they have the time and money to fill out the customs forms and pay the expensive shipping to somewhere in Europe? Even if they could, why should they bother? They are giving something away, why make more trouble for them? Companies give things away in Europe too, and I am sure when they do they don't include the North or South America for the same reasons. We might wish they did, but we don't go about calling them racist, that's just ridiculous. There isn't any reason for going on as much as you are about not getting to enter for the prize.

And 200M people here in Brazil alone, who can't enter !! And don't come thinking about Brazil as jungles !! Think about the city where I live: http://en.wikipedia.org/wiki/Largest_cities_in_the_Amer... ;)  - Think about NYC + Chicago together... plus 770 thousand people. And we are out !! Tomshardware.com should realize that it is an international site by now.

Tomshardware isn't the only one giving away the graphics card. In fact I think their largest branch is in Germany so if Tomshardware would give it away they would be more likely to do a Europe exclusive than a USA exclusive. A different company is sponsoring it.

That is straight off the entry page. In other words, they are the one paying at least most of the cost of the GPU. Tomshardware is just telling people so that they can enter the contest, and Gigabyte might of given them a discount or just agreed to be associated with it. Stop complaining you can't enter and thinking Tomshardware and these other companies are racist, hateful, or care nothing about your respective countries just because you can't enter the contest.

I wonder what percent of the discrete GPU sales are made in N America. When I try and help others who are not in the states it can be difficult to find products. There just does not seem to be that robust of a market for things like newegg and amazon. I realize that this is all changing with the asia starting really get into gaming more. I just figured that they would give stuff away to the market that spends the most. I do not see many people from Africa complaining about the contest rules.

That doesn't really mean anything. Bungie was owned by Microsoft and they bought themselves from Microsoft and now produce games for Playstation also.
More to the point Tomshardware is the company owned by Purch, so I'm sure when Purch said "We want to give away a graphics card to a user on your website in the USA." that the people in charge of Tomshardware came back with "You make it world wide or you can go shove that graphics card up your racist @%$.". That seems a lot more likely than just doing what the company that owns them told them to do and being happy they are doing it.

Again the chances are that they chose just the USA cause they are in the USA and don't want to deal with international shipping and it has nothing to do with racism or not caring about other countries.
