A friend asked me to help build a sub 500$ gaming PC for him. The problem is, he doesn't know anything about computers, and he's in USA, and I'm in Russia.

I know my way around PCs, but I don't know good places to buy from in USA.

What I am looking for are internet shops that allow you to pick components yourself, and then build a PC out of them and install Windows and other software, and then ship the PC to the specified address.

The best thing that I have found so far is this service:
http://www.walmart.com/ip/iBuyPower-Build-Your-Own-Gaming-Desktop-Bundle-Select-Case-Processor-Memory-Hard-Drive-and-more/15374646

But I'm really not sure if this is a good place to buy from, and I'm looking for something with more freedom.

First off, $500 isn't really that much and you won't get a good custom PC for that money. Your friend is probably better off buying a standard Lenovo or Dell PC - there are often very good deals and coupons for buying directly from the manufacturers.

If that's not acceptable, stay the heck away from Walmart and IBuyPower. - Walmart alone is terrible enough.

Instead see if your friend lives near a Fry's or MicroCenter or TigerDirect Outlet or similar large electronics store. They may be willing to put together the components for him. Not Best Buy - they're one step up from Walmart.

Yeah, thanks, walmart is indeed where I ended up going to.
This is what we came up with:
http://www.walmart.com/ip/CYBERPOWER-PC-Build-Your-Own-Gaming-Desktop-Bundle-Select-Processor-Case-Memory-Hard-Drive-and-more/39370676
After selecting our own components, I think we managed to put together a balanced and very upgrade-friendly build. Haven't bought it yet, my friend is waiting for christmas or something.
