When people say 1500 mhz core / 8000 memory on their gtx 970, how do you get 8000? i see their firestrike scores and their memory is at 2000 something only. I'm thinking they get their memory clock and times that by 4? I have mine at 2003 memory clock and msi afterburner only goes to 4001 memory clock when I do a render test. I don't quite understand how it works.

The 8000 Mhz is the effective memory clock. It is 4 times the real memory clock in GDDR5. It differs from generation to generation.
