Best bang for my buck? (Monitor)

I never really got into using an actual computer monitor for my PC. I've always used my flat screen to cut down on price. Now that I've gotten into gaming a bit more, I want an actual monitor due to response times, etc. Seeing as I am new to monitor shopping, I don't know exactly what I'm looking for other than size, resolution, and response time. I don't want to spend more than $250, however I want something good. I'm looking to get a 24" or 23" monitor with under 5ms, preferably 2ms, and of course 1920x1080 resolution. Are there any suggestions? What do you use?

I have been eyeballing these (but like I said, I'm new to the world of monitors):
