Best GPU for 220$

So I currently am just lost. I am looking for a decent GPU that is around 200-250$ max price, and currently these 4 stand out, gtx 760 ~ 220$, r9 270x ~ 210$, and r9 280 ~ 260$, hd 7950. I was thinking about the 7950 because its only 200$ and packs a lot of power, but its also an old gpu and may not be too good when it comes to 1080p gaming. Here is my system:
i5-3570k
Z77-HD3 Gigabyte.
8GB RAM 1600
1TB HDD 6gb 7200 rpm
550 W PSU
and my Current GPU which is a 6850 and was thinking of getting a second one which would cost me 130$ less than upgrading to a new one.
Suggestions? and why?

I would prob get r9 280 or 7950 because of the 3GB of VRAM. I think they are fairly equal in power so if you can get 7950 for a decent amount less then that may be best.

what about a 280x? I see newegg has them for like 240$ after rebates.

280X would be good as well. At this price point I would favor AMD because of the extra GB of VRAM. At $350 price point I would say get GTX 970, but I think that may be out of your budget.

Save a lil more and go with the 970, you wont be disappointed. if you cant, then check out ebay, some great deals to be had there. I got my 280x for 180!

Its not really out of my budget, I just don't think ill need to spend that much for a graphics card. At some point I didn't even want to upgrade from my hd 6850 because its been working flawlessly for 2 years. So, if we look price wise, the 280x is 240 after rebates, and 280 is 180 after rebates, but.

this card says it needs a 750 watt PSU, and to be honest, I love sapphire,

What is the big difference between the two?

Also, I saw a lot of r9 280x from ebay that were used for a couple of months and go for 180$~, should I take the risk and go with a used gpu?

Some companies just recommend power supplies that are way over what you need. r9 280X should be fine your 550W power supply, as long as it's name brand.

As far as used if you buy from a reputable person, buying used might not be bad idea.
