I've been looking for a good IPS monitor with a low response time and most of the ones I've found are 16:10. A reviewer of one such monitor on Newegg said:
"720p console games games cannot be stretched to fit the screen while maintaining their 16:9 aspect ratio. You have to play them shrunk to 1:1, or vertically stretched to 16:10."
This is slightly disconcerting, but I'm not really sure what he means; if shrunk to 1:1, will there be a band on the sides or top/bottom of the screen? Are all games adjustable to 1:1?

I would like to avoid getting a monitor that will cause some games to be displayed with a black border, so am essentially hoping that one of you knowledgeable users can explain how this works.
