23c is good. That should be for idle temps, when under a load you should get around 50 or 60c

under 100% load it reached 90 c so what is my options to fix this problem?

How many fans are in it? Do you have a CPU fan or just aluminum heatsink? Also, this is a gaming rig, correct?

-one fan and air draft over processor
-intel stock heatsink with its fan
-Yes it's a gaming rig but not for heavy gaming :)

other question processor passed intel stress test can i depend on this result

No. If you only have one fan and your on stock cooler, i'd say your case is a box of hot trapped air. I'm pretty sure that it generates heat fast then you case and fan con get rid of.

This still may not be the problem. Does you case get hot? Touch it. Also what is your PSU? It could be outputting to much power, but this happens VERY rarely

Put it under a full load like normal and see if the case gets really hot. If you have any kind of gaming rig then you need at least 2 brand name fans

-system temp is about 35 c and case isn't hot at all
-PSU is the original case psu with two trails V12+ 14A and 8A peak 300
- when processor passed intel diagnostic stress test it was 35 degrees under maximum

with normal gaming it get about 70 C

70c isn't too bad. If you can afford or you case can't support anymore fans then i would suggest opening the side door so you PC can release some hot air

i'm confused between two results wich one i can depend on

70c isn't bad, 90c is very bad. Idk which temps to believe. I'd always expect the worst so i'd believe the highest temp and try to lower it.

i found something motherboard bios normal voltage (VID) is 1.239 V when i decreased it to 1.1 and run the test again temp range roughly exceeded 70 C and system didn't fail for 1hr load test

^_^ I'm not sure about motherboards now, I'm only a certified CPUs expert :D . If it is a Motherboard problem then you would have to make another post in the motherboard section, I know some pretty good experts over there.

If it's stable at 1.1 V, then leave it like that. The higher the voltage, the hotter the CPU gets.
