The User Profile Service service failed the logon. User profile cannot be loaded.

I've already searched countless threads and while there is a lot of information, so far, none of the fixes have worked.

Essentially, I try to boot into Windows and my profiles will not load. I was able to create a new profile through the registry which worked. I go to click on the new profile and I'm immediately met with a "wrong password" screen. There's no area to even let me type one in. As soon as I click on the profile, I'm met with that message. Here are some things I've tried:

-Can't boot into Safe Mode. I am given no options to do so. Pressing F8 or holding SHIFT+F8 does nothing.
-I tried looking for the corrupted profiles in the registry and removing the ".bak" extensions which didn't work as there were no ".bak" extensions to be found.
-Tried recovery CD.
-Tried restoring at a previous date.
