Seeking direction on replacing my graphics card

I am considering updating my graphics card to a newer car as I am having difficulty playing fall out 3 and civilization 5 and some other online games. While playing, I am experiencing at low settings: slow down reactions, and the entire game slows down, camera movements 'jitterish' and 'stutters', and drops in frames.
My current card is a ATI radeon 4300/4500 series for PSI Express slot. with 512 MB of RAM
Power supply: 525 Watts with VA ; VB both at 12 Volts 18.0 Amps

in a Dell T3400 precision work station
OS is windows 7 x64
Total physical Ram is 3.93 GB

What would be a 'better' newer, graphics card for my system?
Have you suggestions / secretes that i could do / try, with my current card that would make my playing experience better?

How much money are you willing to spend?
What type of motherboard do you have?
I don't have any secrets that'll help you with the games that you want to play..
You can lower the graphic setting or you should update the drivers.
That's all I can think of right now.
