Sorry that this is a complete noob question, but why does my mobo have 2 ethernet connections

Can I connect the internet to my pc thru one socket, then have a lead going out of the other to hard wire another device like PS4 ?

usually when you have 2 LAN ports, 1 is for directly connecting to hte router the other to your local area network (most of the times this setup can be found in server's). as for your second question. you can but it will only work if the PC is on while playing on the PS4. (you also need a cross over lan cable).

I have a xover lan cable, plugging it in does nothing, do I need to set something up or should it be PnP

you have to share your internet connection in order for the PS4 to have net access.
