Will two GTX 980 SLI give 100 + fps on 1440p on upcoming games

No, it's not safe to say. 100+ FPS depends a lot on how CPU hungry a game is. Many new games are draw call limited, which limited by the CPU. Some games will, but we have no idea if most will. FPS games tend to allow for higher FPS, but look at Crysis 3 and Arma games, and you can see that isn't always the case.

And these just show single player and average. There are points which are lower than this, and online it is lower yet.

ALL CPU's bottleneck on some games. NO CPU can hit 100+ FPS in every game. A lot of games will have min FPS below 60.

Running that processor and 2X 980's will give you the best performance you can get. Overclocking the processor will help in some games usually for that processor it takes some serious cooling to hit a good 4.8 or so..
Depending on the game engine is how CPU intensive it is take GW 2 you can have a 10K PC and in events and large WVW zergs you would get about 30FPS
