What do you think is best?

Hey,
I have had many suggestions for builds and have narrowed it down to the 2 below, however I have read that the video card in the 2nd build has had problems (I will leave a link to the article below), is this a big problem that would deter you from building it?

1st Build

2nd Build (contains the proclaimed 'faulty' video card) article---->EVGA GeForce GTX 970 ACX Article

So which is best?

I like the 2nd build (the non k version) better, if only for the better psu. But I would get windows 8.1 on it, just a personal preference, though.

I like the one in the second build. Anything from seasonic or xfx is going to perform well.
