Looking for a new CPU & Mobo (No Gaming)

I'm looking to build a new PC for my bro. What are my choices for CPU & Mobo?
Here's are my priorities.

■ Should be reliable.
■ Usage - Browsing, HiDef movies. No gaming.
■ Budget preferably less than 200$ for CPU & Mobo (Can up to 250$ if needed).

Prefer some head room in processor so i wont feel the need to upgrade in couple of years or so.

I'm building a new one. Old is gonna be moved for office use, some single core 5-8 year old processor and mobo.

At the price/function level you want, I suggest you buy some off-the-shelf Lenovo or Dell.

Some Intel Core i3 or even a new Haswell-based Pentium should do all of those just fine.

Within your budget you can have any Intel Core i3 Haswell Refresh CPU and any H81/H87 motherboard with USB 3.0 and good on board graphic.

How about Ivy Bridge (3rd gen)? Will any from the 3rd gen work out for my needs?

How good is the Intel G2010 / G2020?
Its about half the price of i3 4150.

You have a couple of options.
Option 1. (make sure you get 2133 MHz RAM if you choose to go with this option)

You know that will add about $12 per GB of RAM to the final solution, right? High-speed RAM like that is pricey. For a minimum 4GB RAM that's $48, for a more reasonable 8GB (since it's including VRAM, that's nearly $100 additional in RAM alone - for that he can buy a low-end GPU and have better performance.
