I only want to play older games like TF2 and Mount and Blade, but I'm unsure about buying off ebay. It has good reviews and the specs seem decent, but the price seems awfully low.

I'm not expecting much, but I just want to be able to run games such as TF2, Mount and Blade and Terraria with at least 30fps. Could this work, and for how long?

AMD A8 6600k is fair. Should run those old games just fine.
