I am planning to get NAS to contain my 2 drives. I don't want RAID. I only want to access the 2 drives as separate volumes. I have heard scary thing that when insert drive into new NAS, the system will format the drive and install some system stuff. Can I avoid this step and simply use the drives?

I am looking for NAS that can accept my 2 data drives as are.

If you mean that you want to access data that is already on the drives then the answer is almost certainly No. Most NAS systems use one of the Linux formats - or even a proprietary format - and will not recognize Windows-formatted disks.

Yes, 99% will screw up your data... Because HDD under 99% format as EXTx (linux), change partion and may reserve a space for SWAP, SNAP-SHOT... It's too risky
The only thing that I can thing off to use your TWO HDD as share drive w/o changing is stick with Windows or what ever OS that you use and make the share of of it
