Random computer crash with vertical black and white lines on the monitor

I have been getting this random computer crash monthly. It happens when Im browsing or ideling. The crash never happens when im playing games like bioshock infinite on ultra. I have reinstalled the os. Is this bad memory or bad gpu?

specs:
cpu: AMD FX 6300
mobo: ASRock Fatal1ty 990FX Killer AM3+
Video: XFX Double D R9-270X-CDFC Radeon R9 270X 2GB 256-Bit GDDR5 PCI Express 3.0 x16 HDCP Ready Video Card
psu: corsair cx750m

It could be faulty GPU drivers. I had a similar issue once, but after I re installed the latest stable drivers it stopped.

I think amd raptr was causing the problem. I hope reinstallation of the os fixed it.
