AMD Gigabyte Windforce R9 280X & Monitor Problems

Hey guys! New to this forum.

I've got 2 different problems I think.

I just bought a entirely new PC, every single component is 1 day old. I built the PC yesterday and downloaded the games overnight. I realized that I wasn't getting the anticipated performance and soon enough I saw that it was because (I think) my R9 280X isn't detected.

I'm running Windows 8.1 and under Control Panel - Devices & Printers - Display Adapters- the only thing that is shown is the integrated graphics - which is the Intel Graphics HD 4600. That is the only thing showing, the R9 280X does not show.

How do I solve this?

2. My monitor is currently using a VGA Cable connected to the Motherboard. I tried using a DVI-DVI Cable connecting the Monitor to the Graphics Card, but as soon as I turn on the monitor, it says Digital Input - Entering Power Saving Mode.

Any help will be greatly appreciated

Thanks. I checked. It's the Gigabyte UEFI DualBios.

When I boot up the computer, there's huge amount of fan noise, and after 3-5 seconds it goes to an extremely quiet hum. I'm using a 550Watt Power Supply. Would that be the problem? (That it isn't enough)
