No signal to monitor after a restart or hard reset

Hello to everyone

TL;dr: signal comes back after power cable gets disconnected, wait 5 min, reconnect it back. Doesn't work if i restart again.


The story/problem

Like many other people here I got a "little" problem. Let me explain;

A few days ago I put Windows and the system in sleep mode, but suddenly after that all hell break loose. Monitor showed an infamous NO SIGNAL when I tried to resume back. But the weird thing is that sometimes it just starts as normally would.

As the title says: I get the NO SIGNAL AFTER A Restart or Reset.

So, I tried every thing I know to find out why; what i tested so far:

RAM, PSU, CPU, VIDEO CARD, BIOS.

System:
PSU: Corsair 850M (MODULAR)
MB: P6TD DELUXE
CPU: 1st generation i7 975 Black Edition
VIDEO: AMD 5970 BLACK EDITION
RAM: 8GB Corsair XMS3 DDR3
OS: Win 7 Ultimate x64

I tested both DVI on the video card, VGA AND DVI cables connected (not at the same time) to the monitor (Samsung P2279HD) same result.

What i found so far:

If i shutdown the pc and want to start it again, the monitor says the same NO SIGNAL, -- BUT -- IF i shut it down, unplug the power cable, wait 4-5 min (minimum) and i reconnect it back, the monitor starts without any problems.

Extra: Windows Ultimate got reinstalled, BIOS reseted, defaults tested;didn't work, manual settings and my own, didn't fix it.

What i think :

It may be the video card or the motherboard.

I KNOW IS A LONG Read, but i needed to put as much info as i could.

Any ideas?
