Boot up issues on system reboots only (Replaced PSU and Video Card)

Hi guys, I’m having a small problem with my PC.

My computer turns and boots on fine when I hit the power button. The problem I’m having is that if I hit restart on my PC. For some reason when I hit restart my PC will just not boot after it restarts (FANS, LIGHTS turn on but I don’t get any beeps and no display). I had this problem a few months ago and I replaced my PSU for an EVGA SuperNova 1000 watts and that didn't work. I ignore the issue since I rarely reboot my PC but I had always had this issue in the back of my head so I would love to fix this.

So far I know that it’s not my video card or my PSU and I don’t overclock. I suspect is my motherboards but I don’t want to replace it until I try everything else.

it look like its a bad settings in the bios
did you put ``boot with gpu`` instead of igp?

I tried booting with gpu graphics but the something happens. It only happens when I reboot.

are you connected to the gpu or on the motherboard input / outpout

It doesn't matter if I boot with my gtx970 or my 3770k HD graphics. I get the same issue.
