Out of those 2 builds only, build 1 is much better then build 2..

Better GPU - can play more games on max settings and with lower wattage/temperatures
Better CPU - intel single cores are more powerful in amd multiple cores. you'd have to overclock the amd to get similar performance as stock intel chip

Overall build 1 is just better. However, I've refined my old build which combines the best of both your builds together with a more powerful CPU, cheaper and better RAM too with the entire build being slightly cheaper then your Build 1 and using the latest components as your build 1 uses slightly outdated components. This is the one to go for:
