[$1400] Need suggestions on a new Monitor and Graphic Card!

My budget is $1400 for a new monitor and Graphic card! I will work with editing 4K videos (3-10mins long) and much image editing in photoshop. What should i get?

4K monitor? IPS? 10 Bit color? FirePro k5100?

Im not sure please help me!
