Which build is better for video editing, streaming, and gaming? Please Help!!

I mainly plan to edit console gameplay on After Effects and Vegas Pro 13, along with editing motocross footage from my GoPro. (Not in 4K) However, I would also like to be able to stream, along with play PC games such as Rust, Garry's Mod, along with DayZ. I have two complete build I would like to chose from, but am unsure of which would be the better choice. I would be very grateful if I could be pointed in the right direction considering my needs. I would also appreciate being told why you feel one would be better than the other, opposed to just a yes or no answer. Money is also a factor, and I cannot pay any more for either of the builds. May I present a better 3rd option? This build is more balanced, has a much better cpu than build 1, and a much better video card than build 2

I currently have a corsair bronze 600watt power supply. I don't plan to overclock anytime soon, so wouldn't the 3.4GHz on the Xeon be noticeably slower than 4.0GHz the stock speed on the other 2 processors?

You cannot compare the clock speeds of the Intels and the AMD directly. It's completely different architecture. The Xeon is way faster than the AMD. The Xeon turbos to 3.8ghz also.

Oh ok. Since I mainly am building this pc for video editing, do you think it is very useful having a very good graphics card. From what ive heard the cpu in the main factor in video editing, but does the gpu also come into play? Keep in mind I plan to mainly use After Effects and Vegas Pro 13. So wouldn't it just be best for me to pay more for the cpu and less for the gpu? Sorry for knowing so little

 
CTurbo had some good suggestions. Clock for clock intel's are faster than amd. The gpu will actually help quite a bit in after effects and vegas pro and the radeon card would be a better choice than an nvidia in that case. Typically nvidia's perform a bit better, but in vegas pro radeon's perform much better and still do well to assist in premiere/after effects.

Thanks a lot for your help. Do you think a better graphics card would help me more with editing in Vegas Pro 13? Like I said, I mainly intend to do video editing opposed to gaming, and having to spend less would be more than helpful. So do you think I would really notice a difference editing with the r9 270x and the r9 280x?
