I have a monitor and an older vizio LCD that I have been dual monitoring with for years now.
Tonight, I formatted my HD and installed windows 8.1 for the first time (was using windows 7 previously). I installed the GPU drivers.
I have an Saphire R9 290 and I noticed things looked strange on my TV even though both windows and the AMD program say it is at 1920x1080 it looked strange and I noticed that as I drag a window or anything onto that screen it begins to look normal then about 10% into the screen it enlargens and becomes blurry like the resolution was switched.

Has anyone ever seen anything like this and what should I do? I don't know if I have some setting enabled on accident or if this is just some bug?
edit: just uninstalled driver with DDU and reinstalled same issue
