I'd take mine. You've got a very slow hard drive, slower video card, and a PSU that is made with inferior capacitors and won't hold up. In most things (especially games, which are usually poorly-threaded), the Pentium will outperform the Athlon.
You should be able to find a non-Pro Windows license for <$100.
You really don't want it. It uses an ancient 700-series chipset motherboard, has a graphics card that may manage "low" settings in modern games (likely a slow DDR3 variant of a card spec'ed for GDDR5), and a PSU-shaped object that won't be able to handle a stronger card as it is unlikely to be good for more than 250W. It claims to have 2x4GB of RAM, but the pic clearly shows only a single stick, which would be slower.
 
I'm leaving work now, but will try to revisit this thread later this evening. I'm sure others will post some decent $500 builds as well. Should we assume you also need the operating system and all peripherals except the monitor? What do you already have?
