one pc connected with one monitor and one TV by using different user with different I/O

As it was requested,
Recently my brother bought a HDMI cable, so is it possible to use two different users, one on the monitor and one on the TV connected with HDMI , one user having one keyboard and one mice and the other user having another keyboard and another mice, all connected in usb port on the computer?
In example on the monitor to be player a video and the TV be used for surfing the web.

if possible how can i do it.

You want to run two screens with different input so you can use the same computer on two screens? No. That's not possible, unless one is displaying a running VM.

Clicking outside your running fullscreen game would return you to the desktop.
