I have a DX4860 with a GT620 graphics card installed. Recently came across a free monitor and I'd like to set it up so I can use both if possible. The new monitor and my current one both only have VGA, so I was hoping to be able to use the VGA on my dedicated and the one on the motherboard. I tried enabling the onboard graphics through BIOS but there's no option to do so, and there's also nothing under "display" in device manager. What do?

Depending on model of GT620, you probably have a DVI output next to the VGA, use a converter to turn it in to a VGA output, you normally get on ein the box, if not they are pennies of ebay. When you use a 3rd party GPU, the onboard VGA is disabled.
