BF4 Lagging, stuttering, very low fps, no stability

I recently did my first PC build and although I have noticed that I have not chosen the best bang for the buck products that they should be performing better than it currently is.

I'm trying to run BF4 without lag but no matter what I have tried I just don't get steady frames.

I am running Dual Graphics
I am running Mantle

I have tried the Razer Cortex Game Booster I didn't really see any performance boost

All my BF4 settings are on their lowest
I have unparked my CPU

My specs:
Processor AMD A10-6800K APU OC'ed to 4.5 GHz with air (Aftermarket Cooler)
Video Card 1 Gigabyte WF AMD Radeon R9 200 Series 2GB
Video Card 2 AMD Radeon HD 8670D 512MB (used for second monitor)
RAM 7.6 GB ( 512MB allocated to APU's IGPU)
OS Windows 8 Pro 64bit

I OC'ed the R9 270 to:
Core Clock - 1050
Memory Clock - 1500

I OC'ed the A10 6800k 4.5 GHz with air (Aftermarket Cooler)

I OC'ed the IGPU's "Target Speed" to 1024MHz

You cant run dual-graphics with those cards. Its a mess, lol. Disable it and use 270X dedicated only.

I am running dual graphics and it's running fine I guess. I tried it with DG and without but I didn't get any performance difference. And it's the 270 not the 270x.
