Identical monitors, but different resolutions

Dear Sir/Ma'am, I have two identical monitors - DELL S2240L, backed by a VGA card - Sapphire Radeon HD 5450 2GB DDR3. Monitor 1 is supported with a HDMI cable, and Monitor 2 is with VGA cable. Both of the monitors support 1920 X 1080 resolutions, I also prefer so. Problem is when I go for "Extend these displays" from Screen resolution, Monitor 1 (with HDMI cable) shows smaller resolution vertically as well as horizontally (around 85% of the total screen). The bad news is when I go for "Duplicate these displays" same result happens. I want both of my monitors to be displayed 1920 X 1080. I have three ports in my VGA Card: HDMI, DVI & VGA. I am using Windows 7 as operating system. I have gone through Catalyst Control Center > Desktop Management > Desktop Properties, but there for the Monitor 1 last resolution option is 1680 X 1050, but my other Monitor is showing 1920 X 1080. Is this problem related to HDMI? If I use a DVI to VGA adapter along with a VGA cable instead of HDMI cable, will my problem be solved? Please help me in this regard. I will be obliged.
