£400 - £500 budget gaming PC (monitor included in price)? Are the components I chose good for mid-range gaming?

I'm trying to keep the price as cheap as possible, and this is my first build so I don't want to spend a lot of money on it as I could screw up.. If it works (meaning I done it right) then I'll upgrade parts as time goes on.

I plan to play games like Skyrim, Dead Island, The Sims Series, etc. What quality do you think I could play them on? Low - Medium, Medium - High, High - Ultra? I also watch a lot of TV Series. And I mean A LOT! I've got over 200GB worth of TV series. (call me sad.. haha)

Monitor: BenQ GL2250HM 21.5" - £88.79 (The resolution would be at 1920x1080)

Also, I don't plan on overclocking so should I still get an aftermarket cooler, or stick with the stock one?
About an OS, could I buy it anywhere cheap-ish or should I just pay the full price? Windows 7 or 8?
If you know any better components that are within my budget (or equal performance cheaper ones!) please list them!

Hey I think it will be ok for 2 years with a PC configuration like that , The R7 250 is a weak graphics card having same performance as the HD 7750 i couldn't play FC4 on medium setting without lags on it . And if you are going for assassins creed unity don't eve think of it bro i suffered a lot playing it . I think you should get an R7 260 or higher for mid range gaming on current and upcoming games .The R7 260 costs only 99$ in amazon right now. Happy gaming bro.

I think you will be fine on stock CPU cooler which you get with the processor if you are not going for overclocking :)
