How to ban ics from laptop connected through ethernet cable to Internet through hotspot

How to stop people who have internet on their laptop to share internet through their hotspot.
these people are given internet by registering their mac address on their laptop but still share it through their hotspot.
Now i want the people to start the hotspot but should not be able to share internet on it.
because i want to stop them from accessing internet through their mobile phone.
