Does Tom's allow "for sale" threads?

I want to sell my GTX 770 but I do not want to pay the 13% that ebay and papyal take.

Am I allowed to post a for sale thread?

If not, are there other sites I can sell my GPU that don't have such a high fee as ebay does?
