Amd FX 8350+Cooler Master Hyper 212 Evo overheating

Hello guys sorry to disturb you, I tried all methods(changing thermal paste, reseating cooler and cpu fan,I opened the case) to prevent this overheating.In prime95 I have 67 degrees in CPUTIN(with HWmonitor) after 5 minutes, with Amd Overdrive it reaches 17-18 degrees.I don't know what it's the problem, in this moment I think that the best solution is to throw this pc on my window and leave him be, I should have gone with Intel, it's the last time I buy a Cpu from Amd lesson learned.
My components are these:Amd fx 8350
ASROCK 990FX Fatal1ty Killer
Gigabyte R9280x
16GB RAM HyperX Beast 2400MHZ, it's set at the default rate of 1333Mhz.
I really don't know what the problem is and I am starting to become too nervous even thinking about it, I don't know what else I could do, the only logical sollution is to throw it on the window.Sorry for my english and I really hope that I can solve it, I would like to return in time and choose an i5, this is giving me an headache.

Well right now in my room there is like 18-20 Celsius degrees.When it's hotter than that like 27-28 degrees it reaches 17-18 degrees(With Amd Overdrive) in prime 95 after 5 minutes.

Hmm....20C is quite cold... What kind of thermal paste did you use?
