How to limit FPS in game with no VSYNC ?

Hey guys. i'm playing The Witcher 1, but the game don't have VSYNC, so my fps is bigger than my monitor hz (60), causing screen tearing, and when i try to use the NVIDIA control panel to limit fps, there is a mouse lag which is really annoying, how do i fix this ? i heard that if a limit the FPS to 58 it will fiz it, is this true ? how do i do that ?

download nvidia inspector you can limit FPS in each game seperatly and yes capping your fps lower than the v-sync limit will reduce input lag caused by v-sync.
