Good build, though I'd swap 2 things
1. Get a better cooler - either a Corsair H105, NZXT X61 (Liquid Cool) or Noctua D14 or D15 (Air cool)
2. Swap out the XFX PSU for a EVGA G2 SuperNova 750W PSU - same quality, but you get 10Years warranty with the EVGA vs. 5 Yrs with XFX

Note if you get the H105, the EVGA PSU and the MSI Gfx card - the Fans on all 3 components will be dead silent up until the component get above 50-60degC - even then the H105 isn't loud until over 80%

And as a personal choice, I'd just get Win7 not Win 8.1 - more hassle than it's worth
