Im getting a ton of Stuttering

First here is my specs:

Now the problem started as a little stuttering in Farcry 3, that eventually turned into a big problem as my Ram (Corsair Vengeance 8GB) crapped out. It has been replaced with the same.

So 1 year later and the stuttering is back, only now its effecting all games and all movies.
Watching happy Gilmore last night and every few minutes it would be like hitting a bad lag spike that would last probably 5-10 seconds, with smaller random stuttering in between.

What could be wrong, where do I start looking.

Personally, the first thing I do when verifying that the issue is with hardware and not software is reinstall Windows.

However, it sounds like the issue is either with the CPU or graphics card.

Showing a video on the screen is handled by the GPU, but if the audio is there, other parts of the display are functioning correctly, but the video you're watching is randomly hitching, it sounds like a bad CPU.
