I am really stumped about this. i built my own computer around 2 years a go then added a graphics card when i had the money (about 1 ish year ago) all of a sudden it started to get slow which is understandable i had a lot of rubbish on it. so i cleared the hard drive and went from windows 8.1 to 7 simply because i fancied a change. but it hasn't solved the problem it is still really slow. i mean i try to watch a 1080p film that i have and it plays at around 1-7 fps and i have all the relevant drivers as far as i can tell.
my pc specs are :
GPU: amd r9 270x
CPU: amd 6800k
RAM: 8gb of crucial tracer memory
HDD: 1 tb hd (i have 818gb free)
MB : Asrock fm2 a85x extreme 4 motherboard

Also i use the computer for gaming and i have found that it cant run a game of minecraft on single player without it seriously jumping and lagging and it also wont even start up boarderlands the pre-sequal
