Current PC(for gaming ):
I5 4570
1x8GB Ram DDR3 1600MHz
Motherboard: GA-B85M-D3H, B85
Gtx 650 Ti Boost 2GB
Fortron 500W 80+ Bronze (Used for 4 years)
Is this fortron enough for R9 280x or has to be upgraded. If it's to weak, i was thinking about 2 options: to buy cheap new Thermaltake Smart SE Modular 630W 80+ Bronze or just get gtx 960. Which one is better in price&performance boost?

the 960 is roughly the same performance as the r9-280. so the 280x would be the better performing gpu of the two. you're psu would not be strong enough for the 280x so it would need to be replaced to run that card. here is a great psu on sale right now that would be more than enough power for a 280x http://www.newegg.com/Product/Product.aspx?Item=N82E16817371073&cm_re=Antec_TruePower_Classic_750W-_-17-371-073-_-Product

$50 for a 750w gold rated high quality psu. the thermaltake smart series are very low quality and should be avoided, especially for a high drawing gpu like the 280x.

you could run the 960 on the psu you have now assuming it has the 6 pin power connector. not the best psu but would run the card and a non oc'ed cpu like the 4570 if you do not wish to replace it. considering the psu is the heart of the system, it is the last place to go cheap. why trust some nice quality parts with a low budget, poorly made heart?
