Horizontal lines across monitor

I recently had a cheap 400W power supply, but was failing, I would have to put 20 minutes of time pressing the button until it finally turned on, I ordered a 725W power supply, installed it, my computer turned on instantly with one click of the button, but the only problem I have now, is there are little feint lines moving vertically on my screen, they're noticeable, and they're giving me a headache. It didn't do this with my other power supply, could it be my old ass video card? I have a really really terrible Radeon HD 4550, I have money to upgrade to something better like a 750 ti.

Any solutions?

It is likely the video card... but could possibly be the monitor. Do you have another monitor you could plug in to do a check?
