HDMI to DVI second monitor: can't detect

Hi, I'm having difficulty setting up a second monitor for my Windows 8.1 laptop (Intel HD 4400 graphics) using an HDMI to DVI cable. The monitor (Samsung P2370) switches from "no signal detected" to a blank screen when the cable is connected and doesn't show up in device manager. Under "screen resolution" the second display says "Display device on: VGA".

So far, I've uninstalled and reinstalled video drivers, checked that the cable is fine by connecting a PS3 to the monitor, checked that the laptop can output to a different monitor (HDMI to HDMI) and checked that the issue is not limited to this laptop (occurs as well on another 8.1 laptop with Intel HD graphics).

Any suggestions? At first I thought it might be an HDCP issue, but the PS3 works fine when connected to the monitor. It's been about 18 months since I last connected my laptop to the monitor, but it did used to work - perhaps an issue from Windows update?
