Here are my PC specs. I would like to know if I can stream PC games and console games with at high quality with my current PC. My internet speed is speed is also 20 ms Ping, 15.36 Download, and 1.89 upload. Thank you

if you get a dedicated gpu you can the igpu won't be able to handle, if you do get a gpu get a nvidia card as shadow play can stream to twitch and it's free for nvidia users

So all I need is a new GPU? What would you recommend? Sorry, I am not good with computers and had to have a friend help me build this last year. Money isn't really an issue.

League of Legends, PC games, mainly single player offline games. And then lastly console games ranging from the PS4, PS3, Wii U, etc

the gtx 960 should do the trick and shouldn't bottleneck the cpu although it's a powerful card so it's a win-win

Okay I will look into that :) thanks! and also, whenever I try to stream league using obs or even to record and upload to youtube, i notice that my frames drop a lot so its almost unplayable while recording. would getting an extra hard drive solve the issue? I would like to be able to record pc gameplay while playing at my normal framerate and resolution without lag.

I hear even the GTX 750 ti gets bottlenecked by that processor, so the 960 will even more.
I suggest a GT 740 or equivalent R7 graphics card. The 750 Ti is deal though because you don't need to buy a new power supply with it, so it will be a better option than a 960.
GTX 960 is similar or better to the GTX 760's performance which is slightly worse than my 7950's performance which got bottlenecked by my A8-5500 processor by about 60-70%, so there is proof.

yeah another hardrive will make the difference because recording uses lots of hardrive and slows other processes down
a WD Black 1TB is good for it's money and fast

that is not true at all,the pc im typing as we speak is a amd a8 5600k and a gtx 960 and has never failed me in games don't make up bullshit and the 750 ti won't bottleneck ether
