Any airline pilots here?

Hi, i know that airports issue reports like metars and local reports. A friend of mine works in an airport here in italy and they issue every 30 minutes 1 metar and 2 local reports. Now, there is one runway, the local reports are for take off and landing. We were talking about it and in the aeronautical meteo manual it doesn't say that
you need 2 loc reps. So my question, since when you are approaching is important to know the ceiling, and when you take off few or broken you still will have to climb, how useful for you is the take off report? Thanks
