Cleared/Re-seated Cmos Battery. Now PC is on Boot Loop No Post, What is reset button?

I Took the Cmos Battery out for 5 minutes/10 minutes. ( I was Trying to clear the settings)
Upon Trying to boot again the PC is now on a boot cycle.(Constant on/off) Ive tried everything from the stickies. my last options are: replace PSU or CPU to see if one of those are the problem.....

The CLR_CMOS pins resets the BIOS, as does leaving the CMOS battery out, so you've already done a reset, twice in fact. So obviously that is not going to fix the problem.
