it may but most times it between 2 cylinders and water gets into the block [water in a cylinder or water in the oil - something like you say seems like a freeze plug ??? or a cracked block [opinion]

also check your water pump if the Bering or seal goes out it will leak water as well

Is the frezz plug by the starter I put on a new starter it started and ran ruff then I got out and there was a big puddle if oil and antafrezz mix
