I started experiencing this two days ago. My monitor just starts flickering all of a sudden, renders my mouse utterly unresponsive, and makes the "USB insert and remove" sounds. It keeps coming back even after I restart my system, and even after I turn it off completely, leave it alone for a few hours, then turn it back on again.
At first, I thought it had something to do with my USB devices. I had a USB cable for charging my phone, a USB wi-fi receiver, an XBOX 360 controller, and a mouse connected, so I removed the first three and left just my mouse on. However, the problem still persisted.
This started happening right after I performed a boot-time scan with Avast! Free (where some files were sent to the Virus Chest) because a virus had attacked my system through a friend's flash drive. I think this is a hardware issue because even while it's booting (when it shows the logos and everything), the flickering still happens. My PC is on Windows 7.
