I am good with tech, but I need someone with actual experience who has seen or used r9 280x cfx with 4k. I don't really play intensive games and I want to know if I can play mid intensive games easily at 60fps like dota 2 or csgo or strategy or building games like civ or city skylines

If I can which I am pretty sure I can, is the pb287q worth it? If not which around $500 monitor should I get

The r9 280x in crossfire configuration will definitely support 4k @ 60 fps. I'm currently running two Sapphire 6950s in CFX config and run all games at max graphics @ 4k comfortably. The older 6950s have a limitation in the pixel clock meaning the max refresh rate I can achieve is 45Hz. The next gen (7xxx, R5/7/9) don't have this deficiency so you will be absolutely fine, and the performance of the 280x over the 6950 is up in all departments. The ASUS is a good choice, better than the equivalent Samsung UHD U28D590D. The Samsungs interpolation at lower resolutions isn't quite as good as the ASUS, and also the U28D590D has been known for occasional screen blank outs which can be quite annoying. Hope this helps.
